Testicular Cancer Detection The Prostate and Testicular Cancer Research and Education Fund established by S.B. 5320 in New York also provides support for testicular cancer research and education projects approved by the state Department of Health. Such projects include: (1) establishing public education and outreach campaigns, (2) compiling and disseminating data concerning detection and education, and (3) developing professional education programs. S.B. 5320 created the Prostate and Testicular Cancer Detection and Education Advisory Council ("Council") within the state Department of Health in New York to promote testicular cancer screening and detection among unserved or underserved populations, to educate the public about the benefits of early detection, and to provide counseling and referral services. The Council must advise the Commissioner of Health regarding the promotion of early detection of testicular cancer. The law requires the Council to provide specified reports to the legislature, Governor, and Commissioner of Health.
